Is this a proper tessellation? Well, all the tiles ("shapes") fit together without gaps and overlaps.
If the tiles are allowed to be bigger or smaller, then we can make rings like a target, filling an infinitely large 2D plane. However, many tessellation experts say that making tiles bigger or smaller is not allowed. So... is it a tessellation? The answer depends on your definition of tessellation. Escher made many "tessellations" like this: Circle limits, spiral tessellations, and so on.
